San Francisco is 47 square miles and changes character faster than any other American city. Not neighbourhood by neighbourhood: block by block. You can walk two hundred metres from a street of excellent restaurants into a stretch that is markedly rougher, then two hundred metres further into an expensive residential hill. Nowhere else in the country compresses that range into that distance.
This creates a specific booking problem. A great many hotels advertise themselves as being in or near Union Square, which is true and tells you very little, because Union Square sits directly against the Tenderloin, and the difference between the eastern and western sides of that area is significant. Rates that look like a bargain for a central location usually reflect exactly which side of the line a hotel sits on.
How to read a San Francisco address
Three things help. First, hills: Nob Hill and Russian Hill sit above the downtown grid, and being above it, physically, correlates closely with being quieter and more residential. Second, the water: the Embarcadero and the Ferry Building side is open, busy and pleasant, and improves as you go north. Third, the specific street, not the district name, because as above, districts are too large a unit here.
Practically: check the exact cross-streets on a map before booking, and treat any unusually low rate for a central address as information rather than luck.

The hill at the top of the cable car line, residential, quiet at night, and a walk downhill to Union Square and Chinatown.
The Ritz-Carlton, San Francisco sits at the summit with the best rooms and service in the city, a small scale relative to its neighbours, and a lounge that is genuinely good. It is a steep but short walk down to the centre.

The old chocolate factory at the foot of Russian Hill, now brick-and-timber shops and restaurants beside the Aquatic Park beach, and the quietest corner of the Wharf area.
The Fairmont Heritage Place Ghirardelli Square occupies the factory itself, all exposed brick and heavy timber, with apartment-sized suites that have proper kitchens and living rooms, some looking straight over the bay to Alcatraz. It is the best long-stay address near the water, a short walk from the cable car turnaround, and the one to book with family or for a week in the city.

The Presidio lodges are excluded, and they are among the most pleasant places to sleep in the city, inside a national park with the bridge above them. They are also a bus ride from dinner in either direction.
What to do
Walk, and accept the hills. From the Ferry Building through Chinatown and North Beach to Coit Tower is the best single walk in the city. The Golden Gate Bridge is better from Crissy Field or the Marin side than from the middle.
Do Alcatraz with a booked ticket weeks ahead, and take the night tour if you can, which is much better. The de Young and the Legion of Honor are both excellent and both in parks.
Eat in the Mission, the Richmond and Chinatown rather than downtown. Get a burrito, get dim sum, and go to a natural wine bar because this is where that particular thing works best.
Cross a bridge. Marin, Sausalito, Point Reyes and Muir Woods are all under an hour and are the reason to have a car for a day.
Practical notes
SFO connects on BART to downtown in around 30 minutes. Oakland is often cheaper and adds time. A taxi or ride share runs 60 to 80 dollars.
September and October are the warmest, clearest months and the best time to come. Summer is famously cold and foggy, particularly in the western half of the city. Winter is mild and wet.
Layers are not optional; the temperature swing between a sunny afternoon and a foggy evening is substantial. Hotel parking is 60 to 80 dollars a night.

Is downtown San Francisco a problem?
Parts of it are noticeably rougher than others, and the transition can happen within a block or two. Check cross-streets, book on the eastern side or above the grid, and walk with normal city awareness.
Which area should a first visit choose?
Nob Hill or the Embarcadero. Both are pleasant, central and walkable, and both put you a short distance from Chinatown and North Beach.
Is the fog really that bad?
In July and August, yes, particularly in the afternoons and in the western neighbourhoods. September and October are the sunny months here.
