Tel Aviv's beach is not a feature of the city, it is the western edge of it. Fourteen kilometres of sand run from the port in the north to Jaffa in the south, and along almost all of it runs the tayelet, a continuous promenade rebuilt over the last decade with cycle lanes, exercise stations, cafes and shade. It is used constantly: swimmers at six in the morning, runners all day, matkot players hitting a ball back and forth on the sand until dark, and the whole city out on it at sunset.
The hotels are almost all on a single strip of Hayarkon Street running parallel to it, which sounds convenient and conceals the distinction that matters. Some are on the seaward side, opening directly onto the promenade. Others are on the eastern side of the road, with a good view and a crossing to make.
Why the crossing matters here
The same reason it does in Miami and Rio: frequency of use. Tel Aviv's beach culture is casual and repeated. People swim before work and again at six. Being on the promenade side means you join that. Being across Hayarkon means you plan it.
There is also a geographic decision. The centre of the strip, around Gordon and Frishman beaches, is the busiest and most convenient. The northern end near the port is quieter and closer to the park. The southern end, toward Neve Tzedek and Jaffa, is the most interesting part of the city and has the fewest beachfront rooms.

The main stretch, between the marina and Charles Clore Park, closest to the restaurants of Rothschild and Dizengoff.

The Norman is excluded, and it is the most admired hotel in the country. It sits on a side street off Rothschild, ten minutes inland, which is ten minutes too far when the promenade is the reason to be here.
What to do
Walk or cycle the promenade end to end, ideally in the early evening. Bikes and scooters are everywhere and the lanes are separated.
Do Jaffa: the flea market, the old port, the alleys above it, and the hummus, which is the best in the city. Neve Tzedek, immediately north, is the oldest Tel Aviv neighbourhood and the prettiest.
See the Bauhaus. Tel Aviv has the largest concentration of International Style buildings in the world, around 4,000 of them, mostly around Rothschild Boulevard and the White City. There are guided walks and they are worth taking.
Eat at the markets: Carmel Market in the day, the Levinsky spice market for the food stalls. Then eat properly, because the restaurant scene here is among the strongest in the Mediterranean.
Shabbat runs from Friday afternoon to Saturday evening and much closes, though Tel Aviv is the most relaxed city in the country about it. Plan around it.

Ben Gurion airport is 20 to 30 minutes from the city with a direct train line.
The climate is Mediterranean: April to June and September to November are ideal, July and August are hot and very humid, and winter is mild with some rain.

Yes, and more than that, being on the seaward side of Hayarkon is worth it. The promenade is the city's living room and proximity decides how much you use it.
